Ranking All Tier 3 Neutral Items in Dota 2 patch 7.41c

It's been a while since we did a tier list of neutral items in Dota 2. There have been a lot of changes to the system, and in this list we will look at the items themselves, without any enchantments.

Be aware that the items are rated based on how well they do their intended job. This list is extremely subjective, and it's unlikely you'll agree with each ranking. However, we do believe this will serve as an overall solid baseline for people who want to know more about picking the best early neutral items.

C-Tier

Jidi Pollen Bag

Ugh. I really want to like Jidi Pollen Bag but it's honestly a tough item to like.

Polinate is a whatever ability. It deals 1% of a target's max health in damage per second for 9 seconds. Much more useful is the ability to reduce enemy's health restoration by 50%. This is fantastic against heroes such as Timbersaw, Necrophos, and Death Prophet. However...

The ability comes with a hefty 25 second cooldown. So you won't be able to apply it twice in most fights. Pollinate is also dispellable, which by 25 minutes in the game, usually means the people you want to use it against have some counter towards it. 

The damage is low, and the abiliy is too easy to remove. It gets some points for being easy to land (you're not missing a 900 AoE spell easily) but still a C-tier item for me.

Unrelenting Eye

An extremely situational item. Relentless gives you 50% slow resistence that is reduced by 10% for every enemy within your attack range. This makes it far better for melee heroes than ranged, and mostly on cores as well.

Thing is, slow resistence is just...well it's an ass stat. So even getting a huge amount of it doesn't matter. It's not regeneration or movement speed or damage. It's....freaking slow resistence?!. I'll pass and honestly, you should too.

B-Tier

Gunpowder Gauntlet

Not a bad item at all. Dealing an additional 120 damage every 10 seconds that cleaves is nice. But that's mostly it. Just nice. Numbers wise the ability has a fairly long cooldown and while it has solid impact, it's not a massive amount of bonus damage or AoE cleave. A good B-tier neutral item and one I pick up more often than I expect.

Psychic Headband

An interesting item. Headband allows you to push any target away from you by 400 units. Now this can be for allies or enemies. Against enemies this can help you get some distance from them. Very helpful against that PA who just blinked into you. For allies, you can help them initiate faster by speeding up their movement.

I wish I could use this item to pull as well, rather than just push. But it's a solid pick-up for supports and has saved my peach a few times in the past.

A- Tier

Cloak of Flames

Ember Spirit follows the same logic as Leshrac with a lot more mobility.

Cloak of Flames  is quite a nice item. It burns nearby enemies which makes it a suitable choice for melee heroes, particularly illusion based cores. But I have taken it once or twice on Zeus to speed up my farm. Not ideal but even in that situation I preferred it over the right click options. 

It's a nice bit of extra AoE damage. Not a massive amount but Immolate is useful noticable damage. 

Spellslinger

Salvo is a wonderful ability to keep your mana going. It basically reduces mana cost of spells by 20%, although that mana cost is reimbursed over 10 seconds. So not exactly a straight up mana reduction, as that mana is refunded slowly. Still, it functions basically as a 20% mana cost reduction.

For mana heavy users, this is an incredible item. It allows you to keep spamming spells and stay in fights. Particulalry for mana hungry spell casters such as Zeus and Skywrath Mage. Of course Spellslinger isn't very useful on some heroes but for the people who use it? complete godsend.

Stormcrafter

When you read it closely, bottled lightning does a lot of stuff, doesn't it? It zaps two enemies, slows them both briefly by 40%, and deals 70 damage. It has a fairly short cooldown of 6-seconds, so it will proc multiple times in a fight.

If you're chasing enemies, Lightning helps you bring them down. If you're being chased, it also helps you escape. It can stop enemies from using Blink, and it even helps you farm faster (slightly). Overall, you can never go wrong with Stormcrafter, making it one of the best neutral items in Dota 2 patch 7.41c.

S-Tier

Serrated Shiv

Gu'Em is a pretty fantastic passive ability for any hero who right clicks. Firstly, you get 20% chance for true strike, which isn't enough by itself to counter Butterfly or Phantom Assassin but certainly helps. An extra 8% of the target's current health as damage can lead to huge opening hits as well.

Serrated Shiv does come with a 1.5 second cooldown, which does hurt the item slightly. But there simply is no better Tier three neutral in Dota 2 that's better for helping heroes deal more right click damage.

Partisan's Brand

Let's be frank here, you all knew this would be in S-tier. A straight up 9% extra spell damage is very very strong. It's practically a free Kaya, a 2000 gold item.

For anyone who benefits from more spell damage, this is well worth keeping even in tier-4. It's that strong of an upgrade. Partisan's Brand doesn't work on creeps but that's barely relavant. It is a massive damage increase at the 25-minute mark and honestly blows nearly every other option out of the water.
