General Herschel Shepherd is one of the most controversial and influential figures in Call of Duty. Known for his key roles in Modern Warfare II and Modern Warfare III, Shepherd's actions shaped many critical events in the series. Players remember him for his betrayals, his operations with Task Force 141, and his ultimate downfall at the hands of Captain Price. Secrets, decisions, and consequences that echoed across multiple campaigns define his legacy.

Early Involvement in Verdansk

In April 2019, Lieutenant General Shepherd played a crucial role during the terrorist attack at the Acropolis National Arena in Verdansk. Shepherd supervised Bravo 6 operatives, including iconic figures like John Price, Johnny "Soap" MacTavish, and Simon "Ghost" Riley. The mission was meant to capture Makarov, but it turned out to be a diversion for a larger attack. Shepherd personally flew in to help escort Makarov and swore vengeance when he realized the true scale of the assault.

Creation of Task Force 141

By November 2019, Shepherd had been promoted to General. He collaborated with CIA Agent Kate Laswell to create Task Force 141, a specialized anti-terrorism unit. He provided Price with files on key operatives like Gaz, Soap, and Ghost. This move helped form one of the most iconic teams in the Call of Duty series.

Assassination of General Ghorbrani

On July 15th, 2022, Shepherd supervised the assassination of Iranian Quds Force commander General Ghorbrani. The mission, conducted by Task Force 141 and the PMC Shadow Company, targeted Ghorbrani during an arms deal near Al Mazrah. Ghost confirmed Ghorbrani's presence, and Shepherd gave the order to strike. The missile killed Ghorbrani and escalated tensions between global powers.

Arms Smuggling Scandal

Unknown to many, Shepherd conducted secret operations, smuggling American missiles to Middle Eastern allies. His intention was to support allies against Russian aggression, but the consequences were severe. One of the shipments was ambushed, and the missiles were stolen by Russian PMC forces. This event triggered a chain of attacks and forced Shepherd to cover up his involvement.

Shepherd attempted to cover up these events, burying evidence and deploying Shadow Company to recover the missiles secretly. He kept his operation hidden from even the CIA, fearing the fallout of exposure. This decision marked the beginning of his descent into secrecy and paranoia.

Hunting Major Hassan Zyani

By October 2022, Shepherd faced a critical crisis. Task Force 141 discovered one of the stolen missiles in an Al-Qatala warehouse near Al Mazrah. Laswell suggested analyzing the missile for leads, but Shepherd insisted it be destroyed immediately. He feared the truth behind the smuggling operation would be revealed if any trace remained.

To control the damage and protect his reputation, Shepherd tasked Task Force 141 and Shadow Company to hunt down Hassan Zyani, who planned to use the remaining missiles against U.S. targets. He also involved Mexican special forces group Los Vaqueros, led by Colonel Alejandro Vargas. The investigation led to the Las Almas Cartel, which was smuggling the weapons on Zyani's behalf.

Betrayal and Aftermath

Shepherd’s betrayal forced Task Force 141 and Los Vaqueros to ally temporarily against Shadow Company. After reclaiming their base from Shepherd’s men and uncovering the general’s hidden dealings, they pursued Zyani to Chicago, stopping his plot and destroying the final missile. Graves was believed to be killed in the process.

Shepherd had tried to remove all threats to his secret, including ordering Shadow Company to kill Soap and Ghost. This betrayal turned his allies into enemies and ended his control over the mission. The fallout was severe, with Shepherd disappearing from official records.

Capture and Testimony

Shepherd resurfaced when Konni Group captured him in November 2023, taking him to Siberia. Task Force 141 rescued him unintentionally, forcing Shepherd to provide intelligence on Makarov's activities. He revealed plans to attack the Gora Dam and agreed to testify before Congress.

At the congressional hearing, Shepherd admitted supplying arms illegally to ULF forces against Al-Qatala and Russian threats. However, he denied ordering Shadow Company to kill Task Force 141 members, a claim contradicted by Commander Graves. His testimony was an attempt to protect himself while shifting blame.

Final Encounter and Death

After a terrorist incident in London involving Makarov, Shepherd returned to his Pentagon office late one evening. Captain Price confronted him, armed and resolute. Shepherd reached for a weapon but was stopped by Price. He tried to justify his actions by claiming it was all for the greater good.

Shepherd argued that sacrifices were necessary, but Price dismissed his reasoning. He reminded Shepherd that he too had a body count, but that didn’t excuse betrayal. In the end, Price shot Shepherd in the head, ending his life and closing a long chapter of manipulation and lies.

General Herschel Shepherd remains a complicated figure in Call of Duty’s story. His decisions led to significant victories but also disastrous consequences. He is remembered as both a strategist and a traitor.

Shepherd’s actions blurred the line between duty and obsession, and his legacy continues to shape the series' narrative. His story is a warning about unchecked power and the cost of ambition.
